Pakistan’s Grid Transformation: Analyzing the 50 GW Milestone

The national power sector is currently undergoing a decentralized and unprecedented transformation. Primarily driven by escalating grid electricity tariffs and the demand for reliable power, consumers are heavily adopting distributed solar photovoltaics (PV). This transition is permanently altering the dynamics of energy generation, consumption, and the broader macroeconomy of the nation.

Capacity Milestone: Pakistan imported a staggering 17.9 GW of solar panels in FY25, making it the second-largest importer globally for that period. Cumulatively, as of September 2025, the country has surpassed 50 GW in total panel imports.

The Shift in Grid Reliance

The sheer volume of this off-grid and net-metered deployment is directly impacting traditional grid sales. Current data indicates that grid electricity sales dropped by 9.4% in FY23, 2.6% in FY24, and 1% in FY25. The most severe declines have been observed in the foundational sectors of the economy—agriculture and industry. Driven by localized generation, these two sectors collectively recorded an 11% year-over-year reduction in grid reliance during FY24 alone.

To contextualize this capability: A 32 GW deployment of solar PV possesses the potential to generate over 42 TWh of electricity. This massive generation capacity is equivalent to approximately 38% of the electricity currently sold through the national grid.

Impact on Thermal Generation

As localized solar capacity scales up, the demand for conventional grid power is plummeting. Consequently, thermal power plants—particularly those hindered by high generation costs and reliance on imported fossil fuels—are experiencing significant drops in utilization.

This drastic reduction is having a direct positive impact on the import bill, contributing to the cancellation of 21 RLNG cargoes scheduled for FY26-27 amid decreased power generation demand.

Capital Allocation & Energy Storage

Over the past nine years, private capital has mobilized an estimated USD 17-19 billion across the solar value chain. In FY25 alone, hardware-driven investments mobilized an estimated USD 5-6 billion.

Li-Ion Battery Imports

As the market matures, energy storage adoption is accelerating rapidly to combat generation intermittency. Since FY19, lithium-ion battery imports have surpassed USD 700 million, with a notable USD 101.7 million imported in the last quarter of FY25 alone. This positions energy storage as the critical next phase of the energy sector’s evolution.

Economic & Environmental Metrics

The localized, labor-intensive nature of distributed generation—particularly in EPC services and construction—has generated an estimated 300,000 direct jobs and 200,000 indirect jobs between FY17 and FY25.

Environmentally, solar PV is decarbonizing the power sector. In FY25, by displacing thermal power plants, it avoided an estimated 35 million MtCO2-eq in emissions. Cumulatively, between FY17 and FY25, avoided emissions reached 83.6 million Mt CO2-eq. Sustaining an annual deployment rate of just 3 GW could push annual avoided emissions to 50 million MtCO2-eq by FY30.
