Net Metering vs Hybrid Solar in Pakistan 2026: Which to Choose After NEPRA’s New Rules (with Calculator)
Updated 23 October 2026. Since NEPRA replaced net metering with net billing in February 2026, one question fills every solar installer’s inbox: should I still apply for a green meter, or buy a hybrid system with batteries? This guide explains the new rules in plain language, compares real costs at October 2026 prices, and gives you a calculator that shows which option pays back fastest for your own bill.
Short answer
✅ On-grid + net billing still has the lowest cost and fastest payback (about 2–4 years) if most of your use is in the daytime and you can get a green meter.
🔋 Hybrid with a battery costs about 45–80% more upfront but saves more each month, because every unit you store and use at night is worth Rs 40–55 instead of the Rs 10–11 you’d get for exporting it. It also keeps your lights on in load-shedding.
📏 The new golden rule: size your panels to what you use, not to what you can export.
What changed with the NEPRA Prosumer Regulations 2026
NEPRA notified the Prosumer Regulations 2026 on 9 February 2026. They replaced the 2015 net-metering rules for new applicants. The biggest change: your exported and imported units are no longer swapped one-for-one.
| Old net metering (2015 rules) | New net billing (2026 rules) | |
|---|---|---|
| Exported unit value | Offset against imported units, or paid around Rs 26/unit | National Average Energy Purchase Price, about Rs 10–11/unit |
| Imported unit price | Netted first, then normal tariff | Full NEPRA slab tariff + FCA + taxes (Rs 22.44–47.20 base) |
| Agreement term | 7 years | 5 years, renewable by mutual consent |
| Maximum system size | Up to 1.5× sanctioned load | Up to sanctioned load |
| Extra credit | Carried forward / paid quarterly | Carried to the next bill or paid quarterly |
| Transformer limit | — | DISCO can refuse once a transformer reaches 80% solar |
Reports on an amendment in April 2026 say systems under 25 kW no longer pay the Rs 1,000/kW NEPRA fee and are approved directly by the DISCO, and that existing net-metering contracts keep their original terms until they expire. Hybrid and off-grid systems that do not export to the grid are not covered by these regulations at all.
Why exported units are now worth much less
Here is the whole decision in one line:
Under the old rules, a big system that exported most of its output in the afternoon still wiped out your night-time bill. Now, a unit exported at 1 pm earns Rs 11, but the unit you import at 10 pm costs you Rs 40 or more. So the more of your own solar you can use, by shifting loads to the day or storing it in a battery, the better your return.
The three options explained
1. On-grid system + net billing (green meter)
Panels and an on-grid inverter, connected to the grid through a bidirectional (green) meter. Cheapest per kW. You use solar directly in the day, export the extra at about Rs 11, and buy back at full tariff at night. No backup: the inverter shuts down during load-shedding.
2. Hybrid system with battery, no net billing
Panels, a hybrid inverter and lithium (LiFePO4) batteries. Daytime surplus charges the battery and runs your house at night. No green meter, no DISCO approval and no 5-year agreement. Keep the inverter on zero-export mode (with its CT sensor installed) so you never push units into an old one-way meter. Gives backup during load-shedding.
3. Hybrid with battery + net billing
Both: the battery covers your night use and anything left over is exported. Highest upfront cost, highest long-term saving for large homes.

Enter your monthly units and system size. We compare three options under the NEPRA Prosumer Regulations 2026 and show the monthly saving and payback for each.
How this calculator works
Solar output = system kW × units per kW per month for your area. Solar used directly = the smaller of solar output and your daytime use. In net billing, extra solar is exported at the export rate and grid units are billed at full NEPRA slab rates (2026 schedule, unprotected) plus FCA and 18% sales tax. In hybrid (no export), extra daytime solar charges the battery for night use, and anything left over is curtailed. Hybrid + net billing does both. Payback counts the yearly tariff increase you enter. Battery replacement (usually after 8–10 years) is not included. Fixed charges stay the same in every option. Results use monthly averages; winter output is lower and summer use is higher.
Solar, inverter and battery prices in Pakistan (October 2026)
| Item | Price range (Oct 2026) |

Payback examples: 300 to 1,200 units a month
Using the calculator with typical October 2026 prices, Central Punjab sunshine (about 125 units per kW per month), 50% daytime use, a 5% yearly tariff increase, and systems sized to monthly use:
| Monthly units | System | On-grid + net billing | Hybrid (no net billing) | Hybrid + net billing |
|---|---|---|---|---|
| 300 | 2.5 kW, 5 kWh battery | Rs 4.2 lakh · 3.8 yrs | Rs 6.1 lakh · 4.1 yrs | Rs 7.3 lakh · 4.7 yrs |
| 500 | 4 kW, 10 kWh | Rs 6.0 lakh · 3.0 yrs | Rs 10.8 lakh · 3.6 yrs | Rs 12.0 lakh · 4.0 yrs |
| 800 | 6 kW, 10 kWh | Rs 8.4 lakh · 2.2 yrs | Rs 13.6 lakh · 2.7 yrs | Rs 14.8 lakh · 2.8 yrs |
| 1,200 | 10 kW, 15 kWh | Rs 13.2 lakh · 2.3 yrs | Rs 21.8 lakh · 2.8 yrs | Rs 23.0 lakh · 2.9 yrs |
10-year net gain (savings minus cost) for the same homes:
| Monthly units | On-grid + net billing | Hybrid (no net billing) | Hybrid + net billing |
|---|---|---|---|
| 300 | Rs 8.8 lakh | Rs 11.5 lakh | Rs 10.8 lakh |
| 500 | Rs 18.6 lakh | Rs 24.9 lakh | Rs 23.7 lakh |
| 800 | Rs 39.5 lakh | Rs 48.3 lakh | Rs 48.4 lakh |
| 1,200 | Rs 56.7 lakh | Rs 71.0 lakh | Rs 73.9 lakh |
What this tells you: on-grid with net billing gets your money back fastest. Hybrid earns more over 10 years because you stop buying expensive night-time units. Remember that lithium batteries usually need replacing after 8–10 years, which isn’t counted here, so the real 10-year gap is a little smaller.
Which one should you choose?
☀️ Choose on-grid + net billing if…
- Your budget is limited and you want the fastest payback
- Most of your use is daytime (shop, office, work-from-home, daytime AC)
- Load-shedding in your area is rare
- Your sanctioned load is at least your system size
- Your DISCO will approve a green meter on your transformer
🔋 Choose hybrid (no net billing) if…
- You face regular load-shedding
- You run ACs or heavy loads at night
- Your green-meter application was refused or the transformer is full
- You want no DISCO agreement, paperwork or export-rate risk
- Your use is 200–600 units and the right battery can cover most nights
⚡ Choose hybrid + net billing if…
- You use 700+ units a month
- You want the biggest long-term saving and can afford more upfront
- Your roof fits more panels than you can store in a battery
Already have net metering?
- According to reports of the April 2026 amendment, your existing agreement keeps its original terms until it expires. Don’t increase your system capacity, because that can move you to the new rules.
- When your agreement is close to expiry, check your numbers in the calculator above. Adding a battery before renewal usually protects most of your saving.
- Shift heavy loads (washing machine, water pump, iron, AC pre-cooling) to 10 am–4 pm.
Frequently asked questions
Is net metering finished in Pakistan?
For new applicants, net metering has been replaced by net billing since 9 February 2026. You can still connect solar to the grid and export, but exported units are bought at about Rs 10–11 instead of being swapped one-for-one.
What is the buyback rate under net billing in 2026?
Exported units are paid at the National Average Energy Purchase Price, about Rs 10–11 per unit in 2026. Imported units are billed at the normal NEPRA slab tariff plus FCA and taxes.
Is hybrid solar better than net metering now?
Hybrid saves more per month and gives backup, but costs more upfront. On-grid with net billing still pays back faster in most homes. Use the calculator above with your own units to compare.
Do I need NEPRA approval for a hybrid system?
Not if the system does not export to the grid. Set the inverter to zero-export. You only need DISCO approval and a green meter if you want to export under net billing.
How long does a solar system take to pay back in Pakistan?
At October 2026 prices and tariffs, most on-grid systems pay back in about 2–4 years and hybrid systems in about 3–5 years, depending on your units, daytime use and battery size.
What size battery do I need?
Roughly your night-time units per day. For example, 250 night units a month is about 8 units a day, so a 10 kWh lithium battery (about 9 kWh usable) covers it.
Can my solar system be bigger than my sanctioned load?
Not under net billing. If you want a bigger system, increase your sanctioned load first, or go hybrid without export.
