Sources: NEPRA notification reported by Dawn (8 Oct 2026); CPPA-G September petition reported by Express Tribune (17 Oct 2026). FCA applies to all DISCOs and K-Electric. Exempt: lifeline consumers, EV charging stations, and prepaid-tariff consumers.

What is FCA?

Each year NEPRA sets a reference fuel cost per unit for every month. If the actual cost of fuel used to generate electricity (RLNG, coal, furnace oil, diesel) is higher, consumers pay the difference as a positive FCA; if lower, they get a negative FCA (refund). It is a one-time charge on one bill, not a permanent tariff change.

If your bill was printed before NEPRA’s notification, the FCA may appear in the following month’s bill instead.
