FCA October 2026: Rs 1.11 per Unit in Electricity Bills (Explained)

2 min read

Updated 23 October 2026. NEPRA has approved a positive fuel charges adjustment (FCA) of Rs 1.1086 per unit for August 2026. It appears in your October 2026 electricity bill, for all DISCOs (LESCO, IESCO, MEPCO, FESCO, GEPCO, PESCO, HESCO, SEPCO, QESCO, TESCO) and K-Electric.

Check your amount with the FCA Calculator.

Key facts

  • FCA rate: Rs 1.1086 per unit (CPPA-G had asked for Rs 1.7267)
  • Fuel month: August 2026 · Billing month: October 2026
  • Reference fuel cost: Rs 7.0998/unit · Actual allowed: Rs 8.2084/unit
  • Notification: S.R.O. 1754(I)/2026, dated 7 October 2026
  • Exempt: lifeline consumers, EV charging stations, and consumers on the prepaid tariff

How much extra will you pay?

FCA is charged on the units you used in August, not October. Sales tax (18%) is added on top.

August unitsFCAWith 18% sales tax
100Rs 111Rs 131
200Rs 222Rs 262
300Rs 333Rs 392
500Rs 554Rs 654
1,000Rs 1,109Rs 1,308

Are protected consumers exempt?

No. The exemption covers lifeline consumers only (up to 100 units with 1 kW load). Protected consumers (200 units or less for six months) still see the FCA as a separate line.

What’s next: November 2026 bills

CPPA-G has asked NEPRA for a further Rs 2.5624 per unit for September 2026 fuel costs (reference cost Rs 7.4596). NEPRA’s public hearing is on 29 October 2026. If approved in full, a 300-unit consumer would pay about Rs 769 plus tax. We will update this page and the calculator after the decision.

Why does FCA keep changing?

NEPRA fixes a reference fuel cost for every month when it sets the yearly tariff. When expensive fuels such as RLNG and imported coal make up more of the generation mix than planned, the actual cost goes above the reference and consumers pay the difference later. When hydropower is high, FCA can be negative (a refund).

FAQs

Why does my bill show FCA one month late?

If your bill was printed before the notification on 7 October, the FCA may be added to your November bill instead.

Can I estimate my full bill?

Yes. Use the Electricity Bill Calculator 2026, which includes the slab rates, FCA, QTA and sales tax.
